is managed and who ultimately controls sensitive information. Oracle has responded by expanding sovereign cloud capabilities through offerings such as Dedicated Region Cloud @ Customer and Oracle Alloy.
While OCI provides the underlying cloud architecture, Alloy enables telecommunications providers and governments to deliver Oracle cloud services under their own brand while maintaining local control over customer relationships, billing and data residency.
For organisations operating under increasingly stringent regulatory requirements, that combination of hyperscale cloud capabilities and sovereign control has become a compelling proposition.
“ The world is becoming more focused on sovereignty and data residency,” said Varghese.“ Customers want confidence that their data remains secure and governed according to local regulations.”
Partners become the growth multiplier Perhaps the most significant change within Oracle’ s strategy, however, is not technological but organisational. For years, Oracle invested heavily in building OCI’ s market presence directly.
Now, with cloud adoption accelerating and the platform firmly established, the company believes the time has come to place partners at the centre of its mid-market strategy.
“ Our goal is to become 100 % partnerfocused in the mid-market,” said Varghese.
Rather than viewing partners simply as implementation providers, Oracle wants them leading customer engagement while Oracle works alongside them to expand opportunities. The company believes this collaborative model will allow it to reach far more customers than a direct-sales approach ever could.
Varghese acknowledges that successful partner relationships require patience.
Mid-market customers often demand flexibility beyond contractual commitments and expect partners to build long-term trust before significant commercial returns materialise. Those relationships, however, frequently become the foundation for years of expansion as customers grow alongside Oracle’ s technology portfolio.

As Oracle continues expanding across the Middle East, Africa and emerging markets, that philosophy may ultimately prove as important as any technological innovation. For a company historically associated with the world’ s largest enterprises, the next generation of growth could well be built through thousands of ambitious mid-market businesses, supported by an ecosystem of partners helping transform them into tomorrow’ s industry leaders. •
